What is IGRS?
IGRS stands for Inspector-General of Revenue and Stamps. IGRS is the authority responsible for levying and collecting various property-related and other taxes in the state. IGRS is responsible for maintaining property records both old and new and present it as testimony in court in case of a property dispute. IGRS authority in Andhra Pradesh is known as IGRS AP (Andhra Pradesh). What is IGRS AP?
Inspector General of Revenue and Stamps Andhra Pradesh (IGRS Andhra Pradesh), collects revenue for the state through stamp duty, registration charges and transfer duty. Chief minister YS Jagan Mohan Reddy launched the e-stamping services virtually that will help in easy registration process. Currently the service is available in 1,400 centres and will be offered in another 1000 centres going forward.
IGRS AP: Online land registration system
IGRS AP recently launched an online land registration service in Andhra Pradesh- The Jagananna Bhoo Hakku-Bhoo Samrakshana Pathakam (resurvey and resettlement) programme.
Under the new public data entry system, property owners can upload their land/ property detail data on the IGRS AP website and get a time slot appointment with the SRO office. The entire registration process will be completed in 20 minutes. IGRS AP has installed CCTV cameras to ensure a transparent registration process.

IGRS EC: How to search for EC AP?
On the AP registration portal on registration.ap.gov.in is the IGRS AP EC, the EC (Encumbrance certificate AP) search facility.
Note that at times when the server is busy or under migration, you may not be able to avail of the EC search AP or the AP EC search. IGRS Andhra Pradesh: How can I check my AP EC online?
How can I get EC online AP? Mentioned are the steps to follow to get encumbrance certificate AP online.
Step 1: For IGRS AP EC or the online EC AP, on the homepage, look for ‘New Initiatives’ under which you will find the ‘Online EC’ option. This tab will lead you to getting you’re AP EC online..

IGRS Andhra Pradesh: How to get AP EC through MeeSeva?
MeeSeva is an online service portal working in sync with AP registration department. Note that revised MeeSeva services user charges from April 11, 2022 are Rs 40 for Category-A and Rs 50 for Category B.
To get IGRS EC through the Mee Seva online franchise, firstly go to the Meeseva portal on http://www.meeseva.gov.in/DeptPortal/UserInterface/LoginForm.aspx and click on authorised service provider for your online EC AP.

IGRS Andhra Pradesh: Revision of guidelines of IGRS market value AP
In July 2021, IGRS Andhra Pradesh, owing to the mayhem caused by the Coronavirus pandemic, announced against revising the IGRS AP market value of immovable properties till March 31, 2022 under GO RT No 404, although as per rules it should have been revised from August 1, 2021.
IGRS Andhra Pradesh is calling for any objection to the IGRS market value AP revision that took place in 2020. To submit your objection regarding IGRS market value AP, you would need to approach the sub-registrar. However, you can download the relevant forms online on APIGRS. All you need to do is choose the district and sub-registrar office from the dropdown menu and click on the ‘Submit’ button on APIGRS. The relevant form will be downloaded.

Stamps and registration charges vary across states. AP stamps and registration department charges the current stamp duty at 5% of the property’s cost and the AP registration charge at 1% of the property’s cost. The IGRS AP charges transfer duty at 1.5% of the property cost. This is levied in accordance to the provisions mentioned in the AP Gram Panchayats Act,1964 and the AP Municipalities Act, 1965.
Under AP stamps and registration, stamp duty is a levy that states in India charge from home buyers to change the property title and transfer it to the buyer’s name. A sort of documentation charge, AP registration charge is the additional charge they have to pay to AP stamps and registration department over and above the stamp duty for property’s AP registration.

Enter District, Treasury and you will see the DDO code, DDO description and DDO Beneficiary code.
IGRS AP online payments: How to view beneficiary account statement?
On the https://cfms.ap.gov.in/ website, under citizen services, click on beneficiary account statement.
You can check Beneficiary status by selecting ‘Enter beneficiary code’ from drop down box on Beneficiary search. Then, enter beneficiary code, month/year, file and click on Display. You can also upload multiple beneficiary codes.
You will see the result in the form of bill number, vendor, paid date, DDO code, DDO description, amount and remarks.
Alternatively, you can do a UTR search. Select ‘Enter UTR Number’ from drop down box. Then, enter URN number, fiscal year and click on display. You can also upload multiple UNR numbers.

For IGRS department login, click on Department Login on the homepage and you will reach http://rs.ap.gov.in/LoginAction.do?method=getLoginPage
Here, enter the username, password and login. If you have forgotten password, click on Forgot password.
Enter phone number and email id and click on ok and you will get your reset link/password.
IGRS AP: Why register the documents with AP stamps and registration?
If you register your immovable property with AP IGRS, it will become a public record permanently. So, with the AP stamps and registration record, anyone who is engaging in property transactions like buying, selling, transfer of property, will have the knowledge on whether such property has been previously encumbered by way of IGRS EC. As per the Transfer of Property Act, any right, title or interest can be acquired only if the IGRS AP deed details are registered. So, it is imperative for a property to be registered with IGRS Andhra Pradesh. If deed details of APIGRS are not registered, then, under section 49 of the Registration Act 1908, it will not be admissible as evidence.
IGRS Andhra Pradesh: Documents to be necessarily registered
- Gift deed of immovable property.
- Non-testamentary instruments like sale, mortgage, partition, release, settlement of immovable property, which operate to create, declare, assign,transfer, limit or extinguish currently or going forward, any right, title or interest, whether vested or contingent, of the value of one hundred rupees and upwards, to or in immovable property.
- Non testamentary instruments that accept the receipt or payment of any consideration on account of the creation, declaration, assignment, limitation or extension of any such right, title or interest.
- Leases of immovable property.
- The documents containing contracts to transfer for consideration, any immovable property for the purpose of Section 53A of the Transfer of Property Act, 1882, shall be registered if they have been executed on or after the commencement of the Registration and Other Related Laws (Amendment) Act, 2000 and if such documents are not registered with AP stamps and registration on or after such commencement, then, they shall have no effect for the purposes of the said Section 53A.
IGRS AP: Stamp duty and AP registration fees for registration of a will
Note that for the will deed, there is no stamp duty to be paid to the AP registration and stamps department. However, a will deed attracts AP registration charges. During the lifetime of the testator, AP registration of a will costs Rs 100 plus the user charges. For AP registration of the will after the death of the testator, the registration fee of Rs 100 has to be paid. Along with this, enquiry fees including batta and processing fees at actuals will be collected.

Mentioned below are the documents that have to be submitted along with the registration form, while going about AP registration in the AP stamps and registration department.

By logging on to https://www.shcilestamp.com/estamp_stateandhra.html,you can get an entire list of e-stamping centers in Andhra Pradesh, where you can get the AP stamps and registration done by making payment by bank transfer, cheque payment or issuing a demand draft, among other options for the stamps and registration AP payment.
After logging on to the SHCL portal, you have to first create a user ID and password, if you are not yet registered with them. Once your ID is activated, sign in on the website. To pay stamps and registration AP, click on the ‘pay stamp duty’ tab located on the left. On the online e-stamp payment page, select the state as Andhra Pradesh from the drop-down box. Click on self-printing of e-stamping certificate and select the AP registration and stamp duty type, which varies across states. Proceed to the next page and key in all the details. Proceed to pay, by selecting the mode of payment (debit card, net banking or UPI). After the AP registration and stamps duty payment is successful, click on the print e-stamp certificate. Step 3: Minor code’ on AP IGRS refers to the exact nature of the transaction. For example, if you choose ‘Partition’, the minor code on IGRS AP will have options such as ‘Partition’ and ‘Partition among family members’.

How can I check my registration details in IGRS Andhra Pradesh?
Step 1: Proceed to the official website of IGRS AP or click here.
Step 2: On your right-hand side of the IGRS AP website, you can see a list of services. Click on ‘List of Transactions’ to proceed to check the AP registration and stamps details.

IGRS AP: How to do search by name on all documents/GPA search?
On the IGRS AP website, click on search by name under the services tab. You will be led to a new page on the IGRS AP portal, where after reading the agreement of access, click on submit.
You will led to another page where you have to key details like surname of first name/ middle name/ last name, select district, select the SRO, search made by – applicant’s name, captcha and click on submit.
IGRS Andhra Pradesh: Anywhere registration
Under IGRS AP, when SROs under a district registrar’s jurisdiction are merged with the district registrar’s office, they are treated as one sub-district and all the sub-registrars working here are joint sub-registrars. These joint sub-registrars will have concurrent jurisdiction and people are allowed to register any property situated in the said sub-district at any of these joint SRO offices. During the COVID-19 pandemic this facility helps citizens to get their property documents registered in any of the joint sub-registrar offices present in that district.
The IGRS AP has come up with CARD central architecture with its central servers located at state data centre in Hyderabad. In the central architecture which provides anywhere registration, all the data linked to each sub-registrar office are placed. It contains the data on jurisdiction, market value, prohibited properties list, past index data and document image data pertaining to all the documents registered in the past through CARD. This enables the registration on anywhere basis. Presently, anywhere registration is available across 38 registration districts of the IGRS AP.
IGRS AP: Online land mutation n Andhra Pradesh.
Under the auto-mutation of land rights in IGRS AP, the state aims to bring a transparent system and provide respite to farmers. Previously, farmers had to visit the tahsildar offices and MeeSeva centres for land mutation and AP land registration search. According to the amendment in the Andhra Pradesh Record of Rights in Land and Pattadar Pass Books Act,1971, AP registration IGRS will also handle land transfer records (ROR-1B Adangal). These will be available online for free on http://meebhoomi.ap.gov.in/SearchAdangal.aspx. Following this, within 30 days, the tahsildar’s attestation and addition of details in revenue records will be completed, after which an e-passbook will be given.

The auto-mutation project was taken up in Kankipadu mandal of the Krishna district in 2019, on a pilot basis. Now, the Andhra Pradesh government has extended this facility to all other districts including IGRS Nellore, IGRS Kurnool and IGRS Vijayawada.

IGRS AP: Prohibited property search
On the homepage of the AP registration and stamps duty department, click on the ‘Prohibited Property Search’ listed under Ease of Doing Business for searching for prohibited properties AP. You will reach http://rs.ap.gov.in/UnitRateMV.do?method=getDistrictList&uType=P
Here enter the district, village, mandal and survey number and submit and get properties that are prohibited. For instance in the below example, the survey number entered is found to be not prohibited.
Note that all the information provided is updated and there is no need for any physical visit by citizens, during these times of the Coronavirus pandemic.

IGRS AP: How to register Hindu marriage
To register the Hindu marriage with the AP stamps and registration department, click on ‘Hindu Marriage Registration’ under the services tab on the IGRS AP homepage.
The Hindu Marriage Registration page will open where you have to enter details including

IGRS AP: How to download Hindu Marriage registration certificate?
To download Hindu Marriage registration certificate, click on ‘Hindu Marriage Registration’ on the IGRS AP homepage. You will reach Citizen Services Online Portal page where you have to first check the application status and then proceed to download the certificate.
So, enter the application/transaction number and click on search. Based on the status, proceed to the preview certificate where you should enter application /transaction status and click on preview to view the certificate. If all details are fine, go to the third option of download certificate by entering the same details again.
Using the same citizen services online portal page, you can download other services available with the registration department. For that, click on ‘registration department’ and proceed.

Waiver on interest on property tax dues helps Andhra Pradesh earn more
Andhra Pradesh property tax collection went up by more than 39% after the state government announced a waiver on interest on property tax dues for FY22-23. However, the last date to leverage this offer was March 31, 2023. This was a one time relief provided to home owners who couldn’t pay property tax last year owing to the pandemic induced hardships.

Phase 2 of YSR Jagananna Saswatha Bhu Hakku Mariyu Bhu Raksha Scheme launched
Chief Minister YS Jagan Mohan Reddy launched phase 2 of the YSR Jagananna Saswatha Bhu Hakku Mariyu Bhu Raksha Scheme. The scheme aims at maintaining a system that will be transparent and address issues related to land grabbing, corruption etc. The IGRS AP registration services will start at secretariats in 2,000 villages that have already completed the resurvey of land. Under this, the 11,000 wards and village secretariats will work as the SRO for registration of property.

2000 AP villages to be provided with transparent and decentralised registration services by October 2, 2022
Following the successful pilot on 51 secretariats, 2000 villages and ward secretariats in Andhra Pradesh will have access to easy and transparent registration services by October 2, 2022. This service will be extended to 15000 villages and ward secretariats going forward, mentioned Rajat Bhargava, special chief secretary (Revenue).
This move will decentralise the registration services and also eliminate middlemen, keeping corruption under check. “We are working on a proactive and faceless system that will take the services to the next level with minimal human interface,” said Bhargava.
CCTV has been installed in all IGRS AP sub-registrar offices. “All activities are monitored on a real-time basis in the office of the Commissioner and Inspector General of Registrations,” added Bhargava. To report corruption, one may call on toll-free number 14400.
By October end, IGRS AP aims at training and conducting examinations of all 15,000 staffers required to man the registration services. Also, the IGRS AP will soon introduce an online cell for addressing staff queries on the registration issues and a similar online facility for the general public.

IGRS AP to introduce digital stamps and online payment for property registration
IGRS AP introduces digital stamps for property registration at village/ ward secretariats, mentions a Deccan Chronicle report. An MOU signed between IGRS AP and SHCIL for digital stamps sale will facilitate this process. Additionally, IGRS AP is also signing agreements with village/ward secretariats, stamp vendors and common service centres for sale of online stamps.
Also, IGRS AP in a bid to improve transparency in the system will soon enable online payment of property registration charges at SCHIL centres instead of the paying through challans to bank’s document writers.
